Via google anyone can see my dbman database!!! (very bad) so I put an .htaccess and .passwd file in the cgi-bin/dbman directory to force people to logon before accessing the db - fine.

HOWEVER, it mucked up my login_form and whole user authentication process...meaning the logon screen was NOT coming up for some reason. I removed the files and now things are fine...but how to protect my database from viewing via Google or any other Search engine?

You can use a robots.txt file to tell search engines to ignore your dbman directory.

Just where does it go, may I ask? On a seperate document or in the header of each one? If the latter, which documents? In other words, what exactly do you tell the seach engines and where?
