Was the first ever IP 1.1.1.1 and does anyone know who (if anyone) owns it or uses it?

No, IP's are assigned in large blocks, and aren't assigned out in incremental order like that.

check out the TCP/IP protocol, or the IP assignment RFC's

When the system was set up, the first and last blocks were reserved, the remaining blocks were divided up into two groups A and B/C. Corporations like IBM got A blocks long ago. Now B and C blocks in the remaining upper half of the nnn.---.---.--- mask are are divided up among the rest of the world.

The first and last blocks of each subnet are also reserved, etc.

You can also find good summaries on most of the Network Interface card makers sites where you are instructed to on how to set up a network.

IP addresses can be broken down into
Class A 0 through 127
Class B 128 through 191
Class C 192 through 223
Class D 224 through 239
Class E 240 through 255

What pugdog meant was, ISP's were allocated class A or B, can't remember which, and certain organiztions/institutions were allocated certain classes in the beginning.
