i mean if it could be overwirte or modify when someone or mutiple internet user is browse this webpage. and what would happened if you try to over write this page while someone is aceessing this webpage

as i try to over write a static page times by times while it would be view by many users.

You're asking what would happen when you overwrote a static page , which people are looking at it? Nothing! The only time that it would affect the user, is if the file is only part way uploaded when they are trying to view it (i.e they may only see half of the page)
