How can users from one Database to connect to another using same username (both databases are on the same server) and same rights. How they can call proc from another server if they are not users in it? Can they call procs from another user (connecting to the other server with new username)

Add users to group(s) and assign permissions for the group(s).

See the help files that come with NT Server and or MSSQL Server

for how to decide the best way to use user groups.
