The big issue here is that California's laws effect the worldwide automotive market.
For example: Lead free gas was a direct cause of California's laws, the catalytic converter, vacuum nozels on gas stations, etc..
Almost all come from CARB. The California Air Resource Board. They have more power than any agency in the US should.

hmmm ... each state has slightly different regulations. California went along the enviornmental route obvious choice with the one time major smog problems in LA (helped some what).
Notice that each state had at one time (not sure anymore) a different drinking age, manadatory insurance policy and car inspection. I remember NY State having a minimum car stop, warn check system while CA was only smog emitions.
All these came about due to the amount of governmental money giving policies. CA wanted more money therefore introduced the seat belt law.
Now, the big conspiracy is when you run across people like Tucker who wanted safety out of concern for the driver or folks who made engines that would drive 100 mpg. Alas, these secrets are hidden within the Big 5 vaults.
Wonder what Ginger really is? Was it the little scooter deal or not?
