Uh...with the Enhanced Template.pm code hack for LINKS 2.0, you could do exactly what you want with the template version.
LINKS SQL ONLY comes with templates, with more robust Perl conditions and codes that can be used in the templates.
About the "Ads", plugins are being developed everyday...LINKS SQL is highly customizable, more so than LINKS 2.0, that allows you add new stuff without having to hack the "nuts and bolts" of the scripts.
GT does offer discounts to non-for-profits...but you should contact GT directly for more details than posting the request in the public forums...
