The setup for that machine is pretty steep. That machine is almost identical to Deda 4 at Virtualis (I use there servers), but it has half the ram.

I usually recommend that people get a dedicated server, rather the colo a server. I also recommend that you avoid CIHost. Don't won't to get into the details, but they are not the best company to have a server with. Go for a big company such as Virtualis, Rackspace, Digital Nation etc who know what they are doing when it comes to clients with needs like yours.

Soloris is a powerful solution, I've only had a little experience on it - I've got Perl/MySQL apps to work on it though, didn't notice much of a difference to tell the truth though.

Redhat Linux or FreeBSD running Mod_Perl should be fast enough, I wouldn't bother with Solaris. BTW - I am fairly sure NT doesn't have a Mod_Perl equivalent, and I would stay away from NT anyway :)
