I am having problem reading emails in cyrillic sent by GMail, I have to switch the Encoding (to windows-1251) in my Outlook to read the email text. Sane thing in Netscape.

That is why I would like GMail to have support for different charsets. It would be nice to have option to choose the default charset from a set of charsets when writing an email.

If you have no plans adding such feature in GMail, please advise how to add following header in every outgoing email:
Content-Type: text/plain; charset=windows-1251
or if sending HTML email
Content-Type: text/html; charset=windows-1251

Would you see this as a user option or an admin option? i.e. Would the user select the character set when composing the message, or would the admin set it for all users?

This should be quite easy to add.. We'll take a look at it.

Let the admin to specify the default. Then user can to change it in his options and in his post/reply/forward form.

I assume that somethimes the user will forward email in different than his default charset, so GMail must be aware of the original email's charset.
