Collector statuses

If these two wiki pages...

http://dev.zope.org/CVS/CollectorStatuses
http://dev.zope.org/CVS/CollectorStatusesAlt

contain most of the options or interpretations that are being
discussed, why not put it to a simple vote instead of discussing them
into the ground any further?

Because it's not so clear cut, I accept that, and in the abscence of
all-round agreement I'd like to get the correct set sorted out. Ken and
I appear to have already started down that track and I'm happier with
how that's going than any of the discussion preceding it.

Also, a straight vote brings out lots of people with opinions but who,
quite frankly, aren't going to do any amount of significant issue
processing and so REALLY shouldn't have a say...
