Improve encoding/charset detection for FSPageTemplate

Hi all,
Continuing the Dieter-inspired fixes, I have created a patch to
improve the encoding/charset detection for FSPageTemplate objects, and
replace the current hard-coded Latin-15 fallback with a mechanism used
by the current ZopePageTemplate code. It uses a list of preferred
encodings, which can be added to by using an environment variable.
Please take a look at the Launchpad entry I created[1], it contains
the patch file to quickly see the necessary changes.
If you see a good reason to not merge the changes, please speak up,
either here or via Launchpad issue comment. If no one speaks up, I
will merge the change during the last week of May.
