Actions growing link target attributes

Hi all,

I am currently going through the CMF code Dieter Maurer wrote during
his time at the Haufe publishing company, extracting and preparing for
release those extensions that I believe are useful for the wider
community.

The first chunk of code enables the administrator to set the value of
the link target for an action, which can then be used to fill the link
tag "target" attribute during rendering.

Please take a look at the Launchpad entry I created[1], it contains a
short description, links to the SVN branch(es) and patch file(s) to
quickly see the necessary changes.

If you see a good reason to not merge the changes, please speak up,
either here or via Launchpad issue comment. If no one speaks up, I
will merge the change during the last week of May. Please note:
Concerns such as "but we should do the whole actions machinery
differently" are valid, but not an obstacle to merging.
