Bug detailed description:
--------------------------
I create a rhel6u1 guest, then do the save/restore and
migration, it takes quite a lot of time to finish the process. The network
works well after the save/restore and migration. please see the performance
comparison between linux pvops 2.6.32 and 3.1.0-rc3 as below.

Data below is based on WSM-EP

vmlinux-2.6-xen 19s 14s 30s
vmlinux-3.1.0-rc3+ 54s 26s 75s
==============================================================



Reproduce steps:
----------------
1. create a guest
2. do the save/restore or migration
