Bug detailed description:
--------------------------
All windows UP guest boot fail with xl. All windows guest boot fail when only
give 1 vcpu to guest. It will show blue screen when windows start. And windows
smp guest doesn't have this issue.
Reproduce steps:
----------------
1.install latest xen(22653)
2.give 1 vcpu to guest config
3.using xl create to boot guest
Current result:
----------------
guest show blue screen
Expected result:
----------------
guest boot well
