I lessened the emphasis of its importance and encouraged people rather to announce/distribute it (and also scholarships etc). On the other hand, it is helpful for the local community to be aware of its existence :) And consider the outside people, CfP translations could be a help to take their attention hopefully, (informing local other open content communities, getting sponsor for attendance etc).
