Hmmm interesting though. When I added text to the MediaWiki:Edittools page, it now has an [edit] link on the right when I am in page edit mode. i haven't tested with a non-admin user-ID to see if this is the same. Seems rather odd that I see an [edit] link for that text though when I don't see [edit] links for other system text (eg the "Templates used on this page" section.
