Hi Cameron,
for Part 1 and 2 I am using the News extension
http://www.mediawiki.org/wiki/Extension:News
Something like this is what I use:
<news onlynew permalinks namespaces="main|Talk|Image|User|Category">
* [[{{{pagename}}}]]
</news>
No idea how to do Part 3.
