Hi Alexandr: the strategic planning office hours alternate times
every week; some weeks it's at 20:00UTC, and the next at 04:00 UTC.
I know it's not perfect, but hopefully it's a step in the right
direction. The current schedule can always be found at http://strategy.wikimedia.org/wiki/IRC
