libgnutls-config(1) is obsolete

libgnutls-config(1) is obsolete

Hello,

according to the NEWS file in gnutls 2.8.0, the libgnutls-config script
has been removed, and pkg-config(1) should be used instead. The
attached patch implements this for vpnc.
