fix and cleanup routes in vpnc-script-win.js, expose VPNGATEWAY and debug level to vpcn-script-win.js at the pre-init stage

Here is a patch with the changes I made to vpnc.c and vpnc-script-win.js. * add route to vpngateway at the pre-init-stage because of "no response from target" at the second connection attempt after a clean boot. * fixed getDefaultGateway() by Gary Davis * cleanup routes, wins- and dnsservers at disconnect * make vpnc-script-win.js be more verbose at debug level 2 and higher Now it works perfectly out of the box on my vista-64 machine, I will test xp-32 within the next few days.
