Windows tun/tap now in a "routed" format?

One of the recent updates to tun/tap has been:

OpenVPN 2.1_rc7 -- released on 2008.01.29
[...]
topology subnet feature, allowing intuitive tun-based VPN subnets
having 1 IP address per client.
TAP-Win32 adapter can now be opened from non-administrator mode.

I'm not quite sure that I interpret this correctly, but I *assume* that this
should allow tun/tap to behave the same as in the Unix/Linux versions and fix
the we-always-need-a-faked-netmask syndrom.
Any comments from the Windows savvy?

Joerg,
I've quickly checked OpenVPN 2.1_rc7 tap-win32's source code but I
haven't seen any changes in how the TUN mode behaves. Once I had tried
to make vpnc use the TUN mode
but it required changes in the driver and that's the reason why vpnc
was enhanced to support TAP interfaces (no changes to the win32 tap
driver were required).
