I would suggest you try obtaining the IP by using http://whatismyip.com. This will be the Internet ip you are using. I ran into a problem with a friend who changed ISPs and could not be reached with the IP that was being assigned. You may need to get a routable ip address from your ISP. You can contact your ISP and they should be able to tell you if your IP is routable.
