It's not what I'd expect given #2311:

But provided that the issue is readily reproducible, it could be fixed as
part of #2311.
The Trac notification system was discussed on the email list some time
back, and there was a push for integration of the AnnouncerPlugin as a
solution for all the many issues that TracNotification has. However, if it
looks like that won't be accomplished for Trac 1.2. then I'm going to
strongly consider fixing #2311 and some other minor but important issues.
