API for changing the workflow

Is there any API for a plugin to do stuff on workflow changes? I
wanted to have a workflow transition that depending on some ticket
values duplicates the ticket.
The use case I have is as follows:
Each ticket has a version property, that is set with the version of
the soft. the ticket was detected. During testing the ticket will be
validated for many different versions of this software, and if it
didn't fix the error for version x the tester puts this value in a box
(tested on) and then sends the ticket to be fixed again. If both
versions are not the same it duplicates the ticket so the developer
can fix the bug for version x.
Is there anything on trac today to do this? I looked on track-hacks
but found nothing.
