Qarantine score settings anomaly.

Whenever I set up quarantine score settings, "consider as spam when
score is" and "quarantine when score is" do get equal settings, and
there's no way to change them. Whenever I put 3 and 5 respectively it
change both to 3.
Is this a bug or a configuration problem?
This happens in any configuration (domain and users). The only way I
found to overcome this is setting one of the default protection level,
high in my case.
Any help would be greatful.

I think you have the wrong list... I am assuming that whatever software you
are using uses trac to take care of it.
