BASE64 encoding of SRS hash may not work with some mail servers

On 05-May-04 I wrote (to spf-discuss [at] v2):

That is not true as I have found out in the mean-time. For example
mail.cgd.vic.gov.au does not accept '+' or '=' in the envelope sender and
another mail server does not accept '*'. So this leaves only letters,
digits, '-' and '_'.
