MX servers are used for incoming mail. The same server may or
may not be used for outgoing mail. You need to tell us this.

The question is stating that "enfieldenterprisesinc.com's IP
address is 216.204.3.251." This is a fact. It then asks if your
organization's outgoing mail can go out through that server.

Well, I only see four MX records, and inbound.electric.net is
not one of them.

Regardless, if you are saying only some of the MX servers also
send outgoing mail from your domain, then to be correct about it you
should only list those servers that do, and not use the "mx" mechanism
in your SPF record.

Generally yes that is correct.

Yes. "a:example.com" would mean to look up the IP of
"example.com."

It would be all MX servers for your domain. Either five
(mail2.no-ip.com has two IPs) or six if the inbound.electric.net host
should also be in the list.

Your local (LAN/internal) IP cannot communicate on the Internet
so that's not correct.

You can use "ip4:x.x.x.x" instead of using "a" or "mx"...in fact
it is slightly preferred since it saves the recipient at least one DNS
lookup. However, you should not list the same server multiple times.

Do any of your users send mail out using your domain but using
an SMTP server from their ISP (Comcast, Earthlnk, etc.)?

It wants to know if you left out any mail servers when you
answered 1-4?
