sa-update bug: TMPDIR full?

found a bug in sa-update
<https://issues.apache.org/SpamAssassin/show_bug.cgi?id=6655>
if TMPDIR is not writable, sa-update will continue to attempt to rotate
through mirrors, over and over and over.
