The political aims were quite different, but they had in common a request for me to write a petition to all / the opposing senators and / or congressmen via fax. Some offered to do the faxing for me. In any case, I believe that rules matching the words /senators?/i /congressm[ae]n/i /fax/i /petitions?/i might all be indicative of this kind of spam.
