Ty's CLA came through, so I've applied this with a little reformatting and
merging...

: 18...; svn commit -m "bug 5871: spamc will not time out connections to a hung
spamd. Add --filter-retries and --fitler-retry-sleep"

While the patch includes the brief --help usage, the (hopefully) more verbose
POD documentation is missing. Ty, could you write the docs, please? :)

Some additional interesting points for the POD likely are, how this interacts
with -x no-safe-fallback, and maybe some words to differentiate it from the
existing --retry-sleep option.
