thanks Umut -- got the CLA! I've added PhishTag.pm, but I'm not quite sure
exactly what we should do regarding rules... so far I've just suggested that
users read the URL above for a sample ruleset, but I'd prefer to have a real
sample ruleset in the distribution.

I was thinking of this as an exclusively educational one. In that case, it is
better to use the hand-tagged blacklists to choose the phishing emails that can
go to the users.

I will release a separate plugin that will act as a true phishing email filter.
The features used by SA tests already cover most of the phishing email
features. That plugin is needed to make sure that such features are used more
effectively to detect phishing emails.
