The MIME_BASE64_TEXT will fire on ham messages generated by Chinese
installations of Microsoft Exchange/Outlook.

I suspect this is the exact same problem as in bug 4687, but that more recent
versions of Windows/Exchange/Outlook prefer the gb2312 character set to the
big5 character set.
