Unstalling tickets when a dependency is resolved?

Unstalling tickets when a dependency is resolved?

I googled around a bit and was unable to find info on this... Is it
possible to Stall a ticket and have it go to Open when one of its
"depends on" linked tickets gets resolved? This would be highly useful
from a project management point of view.
