Can't call method "FETCH"

I have just installed rt. the sbin/rt-test-dependances works fine with no
errors. I can start apache fine with this config:
<VirtualHost ip>
ServerName host
DocumentRoot /opt/rt3/share/html
AddDefaultCharset UTF-8
PerlModule Apache::DBI
PerlRequire /opt/rt3/bin/webmux.pl
<Location />
SetHandler perl-script
PerlHandler RT::Mason

However, when I go to the website I get
