Does RT REST support to create new ticket with attachment?

I want to know whether RT REST supports to create new ticket with
attachment?
If yes, how to call RT REST to create a new ticket with attachment by JAVA.

This is a known bug, I believe it will be resolved in a later 4.0
release. Attachments work on Replies and Comments but not on Create.
