No. it's not. the two are to serve different purposes. Update is for
a limited "update a ticket" page while modify is the full "update everything"
page. please don't blow away things you don't understand.

Ok, I'll undo that one :)

Anyway, there are quite some obsolete stubs lying around, like the
doc/docs and webrt/WebRT directories. It might be worth cleaning up a bit
every now and then, obsoleted stubs can be quite confusing to people
wanting to peek into the sources ... and the "deleted" stuff will always
be available through the CVS anyway.
