Make a few checks case insensitive
Otherwise, Requestor is NULL and Requestor IS NULL are not the same.
The _LinkLimit change fixes 'RefersTo is NULL'. Before, 'RefersTo is
NULL' was converted to 'RefersTo IS NOT NULL'.
