question about BGP route selection defaults

Hi,
A generic configuration seems to have problems with making the proper
route selections. Before I start submitting bugs, I want to be sure that
bgpd without any commands to modify the default route selection process
will behave as the RFC says it should.
I would expect it to act this way, but I want to make sure.
