RIPE-229 is old, and its recommendations apply, AIUI, where dampening /is/ enabled, that damping parameters be made 'lower impact' than the typical vendor defaults. Ie RIPE-229 is the beginning of the "dampening harmful" movement, and operational thinking since then seems to have swung even further away from considering dampening to have value. Ie the best thing to do is probably have a discussion on the users list about finding better default parameters, ones which would not apply dampenening to anything but the fast-flapping networks.
