Recommendations since then are that BGP flap-dampening may be harmful, and it's
use discontinued. Is it worth it? (I'd actually be more of a mind now to rip out
dampening altogether than make its functionality more fine-grained).

The RIPE recommendations are very specific with regards to
flap-dampening, instead of killing dampening entierly
perhaps "bgp dampening" could take an extra option e.g
"bgp dampening ripe-conform" or something similar.

What are your thoughts on this?

Unfortunately I don't have the skill to add this myself
but I'd be happy to test any patches in our routing lab.

It's low-priority really, given that there's lots of other things to work on.
RIPE-229 is old, and its recommendations apply, AIUI, where dampening /is/
enabled, that damping parameters be made 'lower impact' than the typical vendor
defaults. Ie RIPE-229 is the beginning of the "dampening harmful" movement, and
operational thinking since then seems to have swung even further away from
considering dampening to have value.

Ie the best thing to do is probably have a discussion on the users list about
finding better default parameters, ones which would not apply dampenening to
anything but the fast-flapping networks.

That'd be best use of time I think.
