UID/GID of smtproutes?

What should the UID/GID of smtproutes be so general users can't cat
it?

control/smtproutes is read by qmail-remote (only).
The respective user:group in qmail is qmailr:qmail (via qmail-respawn).

chown your qmail/control/* files to :qmail and remove the permissons for
others.
