If inbound, what happens if a message has multiple recipients?
For inbound, in my opinion, the best way is to use qmail-qfilter. With
that, you have access to the recipients and the size of the message,
and you can make choices based on that information. You'd have to
write your own script, but it can be pretty trivial, especially if you
just want to pull user limits out of a simple text file.
