Proper way of installing validrcppto

I'm building a new mail server. I want to implement validrcptto instead of chkuser. I have server for local network use only. Not yet available in the Internet. I only do a testmail via local only.
I'm using netqmail-1.06 and patch the file from http://qmail.jms1.net/patches/validrcptto.cdb.shtml and rebuild netqmail-1.06
patch < ../patch/netqmail-1.05-validrcptto.cdb.patch
And then do "make setup check".
I restart qmailctl and install cdb. After installing cdb, I do "cdbmake-12 validrcptto.cdb validrcptto.tmp < emails". emails has a content "nelsonts[at]behemoth.com". I put 10.0.1.146 in /etc/hosts just to resolve behemoth.com by not using any dns server. Now, I send an email to ryan[at]behemoth.com and I was surprise, he received an email even though he is not listed in validrcptto.cdb.
To verify what's on the validrcptto.cdb, i do "strings validrcptto.cdb" and I only saw nelsonts[at]behemoth.com
Is there anything wrong in my procedure? Hope someone could help me
