Program (or Patch) to allow users accept or not messages

Hi,

Some ISPs have a configuration that, when someone send a message to
them, the destination user receives a "authorization message". Then, he
may block or accept the sender email. If he accepts, the real message is
sent to him.

Only emails listed into user's database may send messages to him.

In another ISPs, the sender user receives the "authorization message"
from destination ISP. Then, it clicks a link to confirm the sending.

Is there some way to implement the "dest auth" or "sender auth"?
