[issue2698] Extension module build fails for MinGW: missing vcvarsall.bat

Seeing this in 3.1 when I try to compile with mingw32 under wine:
"error: Unable to find vcvarsall.bat"
--compiler=mingw32 works in 3.0. I assume it's related to this bug?
