[issue1056] test_cmd_line starts python without -E

New submission from Thomas Wouters:

test_cmd_line tests various things by spawning sys.executable.
Unfortunately it does so without passing the -E argument (which 'make
test' does do) so environment variables like PYTHONHOME and PYTHONPATH
can cause the test to fail.
