Summary: Move modules out of Carbon

Initial Comment:
Some modules that are in the Carbon package for historical reasons need to move to other places (with a compaitbility module in Carbon, for 2.3). Definitely CG, CF and Qt, and for Qd and AE there's a point to be made too (but there are some technical difficulties there).

I don't understand how having these modules in Carbon is a bug. Why should
they be moved out?

Assigning to Brett since this seems like something that would fall under
his PEP 3108.

I would just close this bug. The original reason for the report is that
the mentioned modules are not technically part of what Apple calls
"Carbon", so it was more of a naming thing than anything else.
