new module "codecs" in 1.6 (PR#259)

Simple suggestion: to avoid confusion with multimedia codecs, how about naming
the codecs module unicodecs? (Nit, I realize.)

The codecs.py module and the registry behind it are intended to
provide APIs for many different kinds of codecs -- not just
Unicode ones.
