[perl #119231] ExtUtils::ParseXS 3.21 fails under parallel testing ( HARNESS_OPTIONS=j(n>1) )

This is a bug report for perl from kentfredric [at] gmail,
generated with the help of perlbug 1.39 running under perl 5.18.0.

Under HARNESS_OPTIONS=j$N with values of $N greater than 1, tests
randomly fail.
Some of them are pretty tragic, and result in errors resulting from
GCC not finding files:
