CPAN files missing from blead

CPAN files missing from blead

I haven't looked in detail yet, but are there good reasons why the
following CPAN files are not in blead (or given as deliberately EXCLUDED
in Maintainers.pl)?

cpan/CPAN/scripts/cpan-mirrors
cpan/CPAN/t/44cpanmeta.t
cpan/CPAN/t/data/META-dynamic.json
cpan/CPAN/t/data/META-static.json
cpan/CPAN/t/data/MYMETA.json
cpan/CPAN/t/data/MYMETA.yml

Shall I add them or EXCLUDE them?

Ok, having looked a little closer, I see that most of CPAN's tests and test
data are EXCLUDED already, so I've
done likewise with the new test and test data.

That just leaves cpan-mirrors, which I've also EXCLUDED. It isn't referred
to in any other files except MANIFEST and SIGNATURE and doesn't work for me
since it tries to read a hard-coded (and for me, non-existent)
/Volumes/Atlas/CPAN/MIRRORED.BY file...
