I ran:

use 5.17.8;
package X { use overload '""' => sub { 'foo' } }

my $x = bless {}, "X";
say $x;
$ENV{FOO} = $x;
print `env | grep FOO`;
{
local $ENV{FOO} = $x;
print `env | grep FOO`;
}

I see FOO=foo both times. (I tried a number of variations on this theme, all
showing localized environment variables receiving the string form as expected.)
