PERL_MAGIC_tiedelem

Is PERL_MAGIC_tiedelem vestigial? I can't find where that type of magic is
added.

aha! It's derived using toLOWER(mg->mg_type).

It goes on elements of tied arrays and hashes, and is put there by
mg_copy. This applies to most of the lowercase magicks that have
corresponding uppercase variants, the exception being 'U'/'u' magic.
